On June 30, CAF Veteran James Topp completed his 4,300km march from BC to Ottawa. His purpose was simple: to engage government officials in a respectful dialogue concerning the mandates’ impacts. Not a government representative met with or even responded to him.
Canadians convened in Ottawa this February in the tens of thousands, demanding accountability. Government refused to listen to their citizens. James Topp reached out as a single individual and they ignored him too.
Recognizing that the federal Government has no intention of discussing the mandates and their impacts on Canadians, James Topp called on all Canadians to come together and themselves facilitate a national, compassionate and honest conversation regarding the impacts the pandemic measures had on individuals and society.
TBOF is proud to answer James’ call to action and to announce that we are collaborating with many other organizations to create the national citizens’ inquiry. A citizens’ inquiry was discussed at May’s Reclaiming Canada Conference and raised by TBOF’s Chairman, former Newfoundland Premier and last living signatory to the Charter, the Honourable Brian Peckford.
This inquiry will be citizen led and citizen funded. It will engage all Canadians, from coast-to-coast-to-coast and strive to discover and consolidate for the public record the mandates and pandemic restrictions’ full impacts on Canadian society.
The Inquiry will likely become the single largest completely citizen led and funded initiative in Canadian history. More information is available here.
Our initial goal is to raise $20,000.00 this month. This will go toward web-design, branding & outreach, and other key preliminary logistics that will underpin the Inquiry’s backbone. Your support will accelerate its development and ensure we can get resources and people we need to make it a success.

Over the coming weeks, we will be establishing a steering committee and setting out terms of reference for the inquiry. We look forward to providing updates in the near future.

Generally, we envision a monumental demonstration of citizen initiative that will take place across several months and in multiple locations across Canada.
- The inquiry will draw testimony from Canadians impacted by the pandemic policies and put together an authoritative record as to the pandemic measures’ impact on individuals and society.
- This record will be publicly accessible and available to all Canadians seeking redress through the courts and, most importantly, trying to hold elected and unelected officials accountable for their policies.
